OFFER

This Offer, in accordance with Clause 2, Article 437 of the Civil Code of the Russian Federation, is addressed to any Visitor wishing to purchase Tickets for Events through the System. It outlines the terms for purchasing and refunding Tickets, as well as the rights and responsibilities of the Organizer, the Payer, and the Visitor.
Before purchasing Tickets through the System, the Visitor must read this Offer carefully. If the Visitor does not agree with the terms, they must refrain from purchasing Tickets.

1. Definitions
1.1. System – the Organizer’s hardware and software platform used to sell Tickets, maintain databases of sold Tickets, and issue confirmation of Ticket purchases on-site at Event locations via the Website.
1.2. Event – an exhibition, conference, congress, forum, roundtable, or similar event organized by the Organizer.
1.3. Visitor – an individual purchasing a Ticket for themselves or on whose behalf a Ticket is purchased via the System for the purpose of attending an Event.
1.4. Ticket – a digital record in the Organizer’s database confirming payment for the Service. The physical form of the Ticket is a printable e-ticket sent to the Payer’s email address provided during purchase. The Ticket is not a strict reporting form. Payment constitutes a service agreement between the Organizer and the Visitor.
1.5. Website – the Organizer’s website at www.mvk.ru or another official website for a specific Event where information and ticketing functionality are available.
1.6. Bank Card – a debit or credit card issued by a financial institution for non-cash payments, allowing the Payer to pay for Services either from their account or credit line, as permitted under Russian law and banking agreements.
1.7. Payer – the Visitor or any individual who owns a Bank Card and initiates an online payment to the Organizer for Services, either for themselves or on behalf of another Visitor.
1.8. Service – the Organizer’s actions aimed at providing the Visitor with access to the Event.
1.9. Bank – a Russian financial institution that issues Bank Cards and has an agreement with the Payer, in accordance with Russian law.

2. General Provisions
2.1. This Offer informs Visitors about how to purchase Tickets for Events through the System and defines the terms of Service provision.
2.2. Tickets purchased through the System are for personal use only and may not be resold or transferred to third parties for commercial purposes.
2.3. Tickets can be purchased through the Website or directly from the Organizer.
2.4. Tickets are sold by the Organizer. Upon payment, all rights and obligations regarding the Ticket are between the Organizer and the Visitor.
2.5. Before making a payment, the Payer must review the Ticket details and the total cost.

3. Acceptance and Amendment of the Offer
3.1. Accepting this Offer means full and unconditional consent and is done by selecting the Event, providing Visitor information, and completing payment.
3.2. Completing all steps in Section 3.1 constitutes entering into a service agreement (Clause 3, Article 434 of the Civil Code). The Organizer may change the Offer unilaterally, with changes taking effect from the date of publication on the Website.
3.3. By accepting this Offer, the Payer (Visitor) agrees to the processing of their personal data by the Organizer for contract fulfillment and to comply with applicable anti-money laundering laws. The Payer also agrees to receive Event-related updates and promotional materials via the contact information provided. This consent remains valid indefinitely unless revoked in writing.

4. Ticket Purchase and Payment
4.1. Tickets are created and paid for on the Website’s “Credit Card Payment” page. The Payer provides Visitor details and clicks “Place Order.” Payment is processed on the acquiring bank’s secure page.
4.2. The Organizer sets the total number of Tickets available and may limit how many can be purchased by one Payer.
4.3. The Payer may be asked to provide their full name, phone number, email, company name, and Bank Card details.
4.4. Upon successful payment, a confirmation with Event and Visitor information will be displayed, which must be printed to gain access to the Event. Once confirmation is issued, the Organizer’s obligations are fulfilled.
4.5. The Organizer may refuse payment or terminate the agreement unilaterally if the Payer fails to follow payment procedures or provides incomplete/incorrect Visitor information.
4.6. The Organizer may impose restrictions on payment methods (e.g., by card issuer country, card type, amount limits) and is not required to disclose reasons for such restrictions.

5. Event Entry
5.1. Entry requires the printed confirmation of Ticket purchase, which must be presented at the Event entrance.
5.2. Tickets are non-refundable and non-exchangeable. Lost or unused confirmations will not be compensated.

6. Ticket Refunds
6.1. Refunds are issued only if the Event is canceled or rescheduled due to the Organizer’s fault.
6.2. If the Visitor cannot attend a rescheduled Event, the full Ticket cost will be refunded.
6.3. Refunds for Bank Card payments will be credited to the same card. If the card is closed, refunds may be processed in cash upon submission of proof of card closure and valid ID at the Organizer’s office.

7. Rights and Obligations
7.1. The Visitor (Payer) has the right to:
7.1.1. Receive a Ticket upon timely payment.
7.1.2. Access information about ticketing and Events through the Website or directly from the Organizer.
7.1.3. Submit feedback through the contact details on the Website.
7.2. The Visitor (Payer) must:
7.2.1. Provide accurate and complete information when purchasing a Ticket.
7.2.2. Pay the full cost of the Ticket.
7.2.3. Follow the Ticket purchase and payment procedures outlined in this Offer.
7.2.4. Not bring weapons or sharp objects to the Event.
7.2.5. Avoid disruptive behavior that could interfere with the Event or other attendees.
7.3. The Organizer has the right to:
7.3.1. Provide Event information to the Visitor (Payer).
7.3.2. Require full payment and compliance with this Offer.
7.3.3. Refuse service if the Visitor (Payer) does not agree with the Offer.
7.3.4. Change Ticket prices without prior notice.
7.3.5. Deny service if any terms of the Offer are violated.
7.4. The Organizer must:
7.4.1. Provide full details about the Event, including changes or cancellations.
7.4.2. Issue a confirmation of Ticket purchase once the Event begins, assuming all terms are met.

8. Liability
8.1. Both parties are liable for failing to comply with this Offer under Russian law.
8.2. The Organizer is not responsible if the Event does not meet the Visitor’s expectations.
8.3. The Organizer is not liable for delays or interruptions caused by third-party service providers or technical failures.
8.4. The Visitor (Payer) is responsible for providing accurate information and any consequences of providing false data.
8.5. The Payer is responsible for any third-party actions using their Bank Card.
8.6. The Organizer does not process financial transactions; all issues must be resolved between the Bank and the Payer.
8.7. If a payment is disputed, the Payer must reimburse the Organizer for all associated costs, including penalties, legal fees, and the disputed amount.
8.8. Disputes must first be resolved through a written claim submitted within 20 calendar days. If not resolved, disputes will be settled in the courts where the Organizer is located.
8.9. The Organizer’s liability is limited to the total Ticket cost.

9. Validity and Termination of the Offer
9.1. This Offer is published on the Website and remains in effect indefinitely unless revoked by the Organizer.
9.2. The Payer may withdraw from the Services before the Ticket is issued (paid for) through the System, or in the event the Event is canceled or rescheduled due to the Organizer's fault.
9.3. In all matters not covered by this Offer, the Parties shall be governed by the current legislation of the Russian Federation.
9.4. The applicable law governing this agreement is the law of the Russian Federation.
